In 1996 Transport Canada divested the Fort Smith, Fort Simpson and Yellowknife Airports through the Arctic “A”Transfer Agreement (the Agreement) with the Government of the Northwest Territories. As part of the transferprocess, Transport Canada commissioned Dillon consulting Ltd. to conduct an Environmental Baseline Study (EBS) at each of the nine Arctic ‘A’ Airports in the NWT and in Nunavut in 1994. The purpose of the EBS was to ascertain the environmental condition of the property, determine if remedial action was required and to recommend remedial actions and implementations strategies, if required.
