This Licence entitles the Licensee to use water from Lou Lake and dispose of Waste for the purpose of constructing, operating, closing, and reclaiming the NICO Project, a Gold‐Cobalt‐Bismuth‐Copper mine located approximately 160 kilometres (km) northwest of Yellowknife, 50 km northeast of Whatì, and 10 km east of Hislop Lake in the Northwest Territories (NWT) on Mineral Leases NT-4681, 4682, 4678, 4679, 4237, 4677, 4684, 4683, 4238, 4680.The scope of this Licence includes the following:• an open pit and underground mine;• a mineral processing plant, which includes crushing, grinding, flotation, and service components;• a Co-Disposal Facility (CDF);• an effluent treatment facility;• the Constructed Wetland Treatment Systems (CWTS);• explosives storage facility;• borrow sources within the aforementioned Mineral Leases;• a camp and truck shop; and• site services infrastructure such as petroleum storage facilities, water lines, electrical distribution, site roads, a power plant, a Sewage treatment plant, an incinerator, and material sorting facilities.The scope of this Licence is as described in “Table 3: Final Scope of Development” in the Report of Environmental Assessment, and does not include the following:• the Construction, use, and Reclamation of the NICO Project Access Road outside of the aforementioned Mineral Leases;• the bridge over the Marian River;• the use of the Tłı̨chǫ road; and• the development of borrow sources for aggregate production along the NICO Project Access Road outside of the aforementioned Mineral Leases.
